Many of my clients use the extremely robust and powerful Wordpress engine for their websites, which means they can have the choice of thousands of free Wordpress Template Themes available on the Wordpress.org website.
While many content management systems use the word "template" for the way a website design looks, Wordpress.org uses the word "Theme".
When looking at Themes, the layout/"look and feel" is pre-designed by a website designer, and you should be able to change many things (depending on how the Theme has been designed) for example:
- all photos/images/banners
- all colour schemes
- all fonts.
The things which may or not be able to change are:

the columns and the layout.
Basically, a Theme shows you the 'shape' and layout for the website.
The additional Modules/Plugins can be placed wherever they are needed, and also depend on the Theme chosen.
As well as thousands of free Themes, there are also many beautiful professionally designed Themes which are priced from approximately $30 and up. These are known as "Premium Themes".
